Artificial intelligence (AI) is transforming industries around the world, and the federal government is no exception. Recognizing the need to modernize operations and improve public services, the White House recently introduced two groundbreaking policies, M-25-21 and M-25-22.
These policies aim to eliminate bureaucratic barriers, streamline AI adoption, and promote responsible use of emerging technologies across federal agencies. By prioritizing innovation and competition, the government is enabling agencies to modernize operations, improve efficiency, and better serve the American public.
What’s Changing?
The policies redefine how federal agencies approach AI adoption. Key updates include:
- Empowering Chief AI Officers (CAIOs): CAIOs are now tasked with driving AI innovation rather than being mired in bureaucracy. They will assess agency readiness, promote adoption for lower-risk applications, and mitigate risks for high-impact AI use cases.
- Streamlined AI Procurement: The acquisition process has been restructured to prioritize performance-based techniques, avoid vendor lock-in, and maximize the use of American-developed AI systems. Agencies will also use a shared repository of tools and resources to simplify procurement.
- Accountability for High-Impact AI: A single category for “high-impact AI” ensures heightened oversight for applications that could affect civil rights or public safety, while maintaining existing IT governance models to avoid unnecessary layers of approval.
- AI Maturity Assessments: Agencies are required to conduct assessments to track their progress and identify gaps, ensuring they are prepared for AI integration.
These changes enable federal agencies to adopt AI more efficiently, reduce administrative burdens, and deliver better services to the public.
