Agency Mission:

HUD's mission is to create strong, sustainable, inclusive communities and quality affordable homes for all. HUD is working to strengthen the housing market to bolster the economy and protect consumers; meet the need for quality affordable rental homes; utilize housing as a platform for improving quality of life; build inclusive and sustainable communities free from discrimination, and transform the way HUD does business. The mission of the Office of the Chief Information Officer (OCIO) is to enable delivery of HUD programs, services, and management processes by providing high-quality information, technology solutions and services. The goal of this BPA is to aid the OCIO in enacting their mission in the greater HUD agency by improving agility, and creating consistency across HUD systems in day-to-day Operations and Maintenance functions.


The HUD Office of the Chief Information Officer (OCIO) requires contractor support to provide primarily Operations and Maintenance (O&M) tasks with additional task areas of Program Management support, including Modernization and Enhancement and Transition Support.


All of these services shall include coordination with the HUD infrastructure support vendor(s) and effective project management in alignment with HUD’s Project Planning and Management (PPM) process. The effort includes project management, analysis, design, development, testing, implementation support, and documentation.
