About USCB ESF

The US Census Bureau’s (USCB) Enterprise Solutions Framework (ESF) Project Level program encompasses project level IT support services and solutions, requiring dedicated management to ensure success. The project level tier ESF includes projects as well as Operations and Maintenance (O&M). Support services are focused on developing new capabilities or modernizing/upgrading existing capabilities. Currently, all Information Technology (IT)-related projects at USCB follow the enterprise Systems Development Life Cycle (SDLC) as iterative/incremental, agile, or waterfall projects. Systems engineering and integration support services and associated work products are provided for SDLC phases of Initiation, Concept Development, Planning, Requirements, Design, Development, Integration and Test, Deployment, O&M, and Disposition.

Examples of projects include over one dozen individual component projects of Census Enterprise Data Collection and Processing (CEDCaP), and the several dozen individual component projects that support the 2020 Decennial Census and the Economic Census. These projects include business administration services (e.g., finance, human resources, and property and asset management), IT infrastructure, and enterprise-wide IT shared services projects. All projects are required to provide various SDLC artifacts per established standard artifact formats, within established project scope, schedule and costs.
